Highlands Support Services Inc. is a not-for-profit organisation, based in Ballarat, that has been operating in the Southern Grampians Region since 1993. Originally auspiced by the Brotherhood of St Laurence it has been incorporated in its own right since 6th December, 1996. The mission of the organisation is to provide a range of quality services, primarily to people with a disability, that will include: open employment, training, consultancy, business enterprises and other complimentary programs.

Management of the organisation is by a community based, voluntary Board of Management. Current membership of the Board of Management includes; a solicitor, an accountant, a consumer representative, and members with business or direct service provision experience.

The staff of the organisation have a wide variety of backgrounds, skills and expertise including teaching, training and disability qualifications. Some current staff have a trade background and have undertaken disability studies since joining the organisation.

All staff involved in training activities are holders of Certificate IV Workplace Trainer (Category 2)
